 The office of Prime Minister Nouri al-Maliki has confirmed news first reported on the official TV channel al-Iraqiya that a number of armed groups have contacted him offering to take part in the political process. He did not name the groups or say how they contacted him. American newspapers report that Maliki’s national reconciliation plan excludes anyone who has killed United States or Iraqi soldiers. The Baath party has rejected the plan, which it said amounts to unconditional surrender. The Baathists will not fight the occupation whatever promises are made, the statement said, adding that halting one’s resistance was a great betrayal of Iraq.
