As the university year nears its end, students in northern Tajikistan’s main city say they have not had their grants paid out for a third month in a row.

Asliddin Latifi reports from Khujand, where students say that however modest, the state grant is important to keeping them in higher education.



The authorities argue that it is the students’ fault for not turning up to collect the money at the right time.



Students, however, say the payment delays are chronic and have happened time and again over recent years.
