After lengthy discussions beginning on April 22 about whether to appoint three remaining ministers, the Wolesi Jirga or lower house of parliament finally referred their cases back to President Hamed Karzai so that he can take a final decision. The house has failed to reach agreement on confirming the three - Yousuf Pashtun, nominated for the urban development ministry, Akbar Akbar for refugee affairs, and Amirzai Sangin for communications – so they are asking the president to find a solution that fits with the Afghan constitution.
