Srebrenica Circle Closing - Four Remain At Large As Pandurevic Appears and Borovcanin Scheduled to Surrender

Former Bosnian Serb General Vinko Pandurevic made his initial appearence before Judge Jean-Claude Antonetti (Trial Chamber II) today in The Hague. General Pandurevic, who is charged with genocide, crimes against humanity and war crimes for his role in the Srebrenica massacre, did not enter a plea. According to the Rules of Procedure, he will have 30 days in which to do so. During the July 1995 massacre, Pandurevic was commander of the Zvornik Brigade.

In a case concerning another Srebrenica indictee, General Radivoje Miletic made a 'further' initial appearance before Judge Van Den Wyngaert immediately following Pandurevic's. General Miletic, who declined to plea during his initial appearance because he claimed to need more time to carefully study the indictment did not enter a plea today either, even though the Rules of Procedure require him to do so. The Rules provide that the pre-trial judge may enter a plea of 'not-guilty' on behalf of a Defendant who does not plea, but instead, a two week extension was granted to General Miletic.

On Friday 1 April, Ljubomir Borovcanin, former Deputy Commander of the Republika Srpska Special Police Brigade and paramilitary leader is expected to surrender to the custody of the ICTY. His surrender will mean that of hte eighteen men indicted for their roles in the Srebrenica massacre, only four remain at large: General Ratko Mladic, General Zdravko Tolimir, Colonel Vujadin Popovic and Radovan Karadzic. A total of 14 suspects remain at large for the ICTY.
