Instructions to Offerors
The Expert/Consultant/Consultancy firm will:
- Assess the technical and organizational capacities of 6 organizations.
- Provide technical and organizational assistance and guidance to support local initiatives of 6 organizations.
Scope of Work
Capacity Building
- Conduct 6 participatory organizational assessments and stakeholder mappings (1 set for each organization). Each assessment will include interviews, surveys, and focus groups to review governance and management structures; internal systems and processes; administrative, reporting and financial procedures; current activities and beneficiary reach; communications and engagement strategies; and fundraising capacities. Complementary to this and in consultation with IWPR and partners, conduct stakeholder mappings which outlines existing ties and networks as well as potential partnerships which can support their goals.
- Based on the organizational assessments and stakeholder mapping develop tailored communications and visibility protocols and ways of working more widely to increase the impact of locally led initiatives and international advocacy.
- Based on the needs identified in the organizational assessments and stakeholder mappings, design and deliver support to 6 CSOs on core and issue-based capacities to strengthen institutional systems, independence, and sustainability. Design and deliver tailored organizational and technical development remote training and mentoring for 6 CSOs. Indicative topics include developing organizational goals and strategic plans; structural policies and procedures; organizational management and leadership, financial management and compliance, M&E, etc. Training and mentoring topics and plans to be further refined jointly with IWPR. All training and mentoring sessions will be completed in Arabic. If consultant/consultancy firm requires translation, translation costs and arrangements are to be included in the quote and will be the responsibility of the consultant.
- Design and deliver one three-day in-person training followed by online trainings with both group and one-to-one mentoring. Indicative topics include volunteer recruitment and management, human resources, staff retention, and networking, coalition-building and advocacy, etc. Participants cost for the in-person training should not be included in the quote and will not be the consultant’s responsibility. All in-person training sessions and follow up mentoring will be completed in Arabic. If consultant/consultancy firm requires translation, translation costs and arrangements are to be included in the quote and will be the responsibility of the consultant.
- Produce the relevant policies and procedures templates as per the findings and recommendations of the organizational assessments.
- All assessments, mapping, training and mentoring material has to be produced in both English and Arabic.
Monitoring & Evaluation Support
- Contribute to tracking the local initiatives’ implementation.
- Document learnings and best practices.
- Provide inputs into final evaluation or learning products as required.
- Support the integration of MEL approaches that humanize CSO work and promote freedom of expression.
Required Qualifications
Education
- Advanced degree in journalism, women’s rights studies, communications, or related fields (or equivalent work experience).
Experience, Skills and Competencies
- Minimum 10 years of experience in organizational development, with a strong Middle East and North Africa experience.
- Proven expertise in freedom of expression and human rights.
- Demonstrated experience in building capacity and mentoring CSOs and HRDs.
- Excellent facilitation, coaching, and interpersonal skills.
- Ability to work across cultures and engage respectfully on sensitive topics.
- Flexibility, agility and proven experience working in sensitive contexts.
- Fluent in Arabic and English.
Requirements for the selection of consultants
- IWPR prior approval and vetting of consultants is required.
