Monitoring, Evaluation and Learning Officer, UK

We are seeking a Monitoring Evaluation and Learning Officer, eager to grow in their role, to support the adoption and uptake of a highly effective, people-centred MEL system. This role aids in improving the identification and use of evidence to inform learning and change across the organization and supports various MEL initiatives, from proposal design to project implementation, evaluations, and communication.

The position is located at IWPR headquarters and aims to provide support and work daily with country offices across the globe. The role involves assisting MEL colleagues, programme and development staff, the Senior Leadership team, and partner organizations to enhance IWPR’s planning, programme delivery, processes, and systems. Additionally, it requires providing timely insights and collaboration with HQ departments, including the Development department, and offering input to executive and senior management at IWPR

DUTIES AND RESPONSIBILITIES

1. Data Analysis and Reporting (40%)

  • Support the development, adoption, and use of the new IWPR MEL and grant management database (powered by Activity Info);
  • Support regular data analysis and reporting at portfolio/regional/organizational level;
  • Conduct and facilitate rigorous qualitative data analysis of impact stories and statements;
  • Support quantitative data analysis e.g., beneficiaries reach, content production, etc;
  • Produce analysis briefs and reports analysing qualitative and quantitative data.

2. Programs MEL Uptake and Delivery (40%)

  • Improve and adapt the MEL tools accessible via the MEL database, based on feedback and needs;
  • Support the design, revisions of logical framework, theory of change;
  • Assist in strengthening IWPR’s MEL approach and tools, including adoption of participatory MEL methodologies, and support its integration across all areas of IWPR’s work;
  • Support the design and delivery of MEL studies and research (thematic, mid-final evaluation);
  • Support high-quality and timely MEL adoption and delivery.

3. Knowledge Sharing and Learning (20%)

  • Provide support in capacity building and training in MEL best practices, tools, and techniques for program staff and partners;
  • Facilitate and organize workshops, webinars to discuss evaluation findings internally and with external stakeholders;
  • Produce blogs and knowledge management (KM) resources to support the sharing of learning and insights from data with staff and senior management teams;
  • Support growth and management of the internal Change and Impact Community of Practice members, including updating the website, and leading co-creative sprints and events;
  • Stay updated with best practices in MEL space and support the incorporation of new ideas and practices.

EDUCATION

  • Degree-level education in a relevant field.

EXPERIENCE

  • A minimum of 3 years of professional experience in the Development or MEL (preferrable) sector;
  • Understanding of MEL principles, frameworks, and tools (e.g., logical frameworks, theory of change) and experience in supporting their design and adoption;
  • Experience in collating, analysing, and presenting evidence using statistical analysis;
  • Proven capacity in producing analysis briefs, reports, and knowledge-sharing materials with the ability to effectively communicate complex data and concepts to diverse stakeholders;
  • Proficient English written and verbal communication skills.

Desirable

  • Demonstrable capacity in conducting qualitative and quantitative data analysis, including the use of data analysis software and tools;
  • Experience in supporting the development, management, and utilization of data management systems or databases, preferably MEL databases (e.g., Activity Info);
  • Previous work in media development and/or media for development;
  • Initial language knowledge of any of the following Spanish, French, Arabic, and/or Russian is advantageous.

SKILLS AND ABILITIES

  • Sound knowledge of Microsoft Office package, including Excel, development and analysis of online data collection forms;
  • Strong decision-making and problem-solving skills with attention to detail;
  • Excellent interpersonal and communication skills for facilitating discussions and maintaining relationships with colleagues, donors, and partners;
  • Demonstrated ability to work collaboratively in a team environment, supporting cross-functional teams and diverse stakeholders, and managing multiple tasks in a fast-paced, dynamic environment;
  • Willingness and ability to travel internationally as required;
  • Adherence to sound inclusion and participatory principles in work.
