Description: IWPR is looking for a consultant to conduct 2 final evaluations for 2 separate projects. The consultant will conduct 2 independent evaluations of IWPR projects during this period. The task order would be issued upon completion of the procurement process and would last until March 2027. Both evaluations would be conducted remotely with no travel required.

Instructions to Offerors

Background

The Institute for War & Peace Reporting (IWPR) is an international non-profit organisation that supports local voices and strengthens civil society and media in areas affected by conflict, fragility, and democratic transition. Between August 2026 and March 2027, IWPR will commission 2 independent project evaluations across its regional MENA portfolio. These projects are implemented in partnership with local organisations and funded by international donors.

Each evaluation will assess a specific project implemented over a multi-year period in the areas of media development, civil society strengthening, peacebuilding, or governance. Project details—including project duration, geographic focus, partners, donors, and objectives—will be provided to the selected consultant at the start of each assignment.

Each evaluation will be conducted independently but will follow a common methodological framework aligned with OECD-DAC evaluation criteria and requirements outlined below. 

• Final Independent Evaluation 1 – starting date August 2026 upon completion of the procurement process, data collection due date September 10th and final report due date 15 November 2026.
• Final Independent Evaluation 2 – starting date August 2026 upon completion of the procurement process, data collection due date November 30th and final report due date 15 January 2027.

Objective of the Evaluation

The overall objective of each evaluation is to provide an independent assessment of project performance and impact, examining results achieved during the project lifecycle. Each evaluation will assess the project according to the OECD-DAC evaluation criteria:

• Relevance
• Effectiveness
• Efficiency
• Impact
• Sustainability
• Coherence

Specific objectives include:

1. Assess project results and theory of change
   • Analyse the achievements after the project implementation period compared to expected outcomes and indicators.
   • Review the project's theory of change and assess the validity of the causal links between project activities and observed results.
   • Compare final achievements against baseline data where available.
2. Capture behavioural individual, group and institutional changes
   • Identify observable changes in practices, behaviours, and attitudes among stakeholders including:
     • media actors
     • civil society organisations
     • community stakeholders
     • state actors
     • international partners
3. Assess overall project performance: by OECD-DAC evaluation criteria document challenges, and lessons learned that can inform future programming.
4. Identify good practices: Document successful approaches, innovations, and lessons learned that may be replicated or scaled in future IWPR programmes.
5. Produce up to 2 deep dive/case studies to support learning and replication in future programming.
6. Actionable recommendations: Provide strategic actionable recommendations for future interventions.

Evaluation Methodology

The detailed evaluation methodology will be proposed by the consultant and finalised in the inception report for each evaluation assignment. The methodology should identify clear evaluation questions, reliable sampling and rigorous methodologies to respond to the evaluation questions and conduct overall assessment. 

The evaluation should adopt a mixed-methods approach, combining qualitative and quantitative data sources. Possible methods include:

• Desk review of project documentation
• Key informant interviews
• Online stakeholder consultations
• Surveys
• Focus group discussions (where feasible)
• Review of monitoring and evaluation data
• Comparative analysis against baseline indicators

IWPR encourages the use of the following qualitative methodologies:

• Outcome Harvesting: To identify and verify outcomes achieved by the project, where OH is not possible, use of outcome statements is encouraged.
• Most Significant Change (MSC): To capture narratives illustrating significant changes experienced by beneficiaries and support learning, where not possible, Change Stories with open-ended questions are encouraged.
• Stakeholder Engagement Analysis: To assess changes in engagement and collaboration among project stakeholders.
• Content production and audience data analysis

The consultant will also be expected to update and maintain a qualitative evaluation database documenting outcomes, lessons learned, and evidence gathered during the evaluation.
