Badr Organization secretary-general Hadi al-Ameri and Mohammed al-Dulaimi, deputy secretary-general of the Council of Iraq, affirmed that any acts targeting Iraq's infrastructure and its people have nothing to do with resistance. They emphasized that there is a difference between terrorism and resistance. Ameri added that now is not a suitable time to ask the foreign forces to withdraw from Iraq. Dulaimi asked all preachers and Imams in mosques as well as university professors to calm the public and to put the Cairo conference recommendations into practice. Iraqi leaders at the reconciliation conference in Cairo squabbled over how to define terrorism vs. resistance.
