Security Plan to Eliminate Terrorism

Outgoing prime minister Ibrahim al-Ja'fari has revealed an Iraqi security plan similar to one announced by the Americans called "the liberation of Baghdad." He said that Baghdad is not a hostage to liberate. He said the plan was conceived by Iraqis to take on the armed groups in different parts of Baghdad. The unit (dedicated to rooting out insurgents, with the aid of the Americans) receives twice weekly reports about the movement of armed groups.
