Prime Minister Nouri al-Maliki has warned insurgents that Baghdad would no longer be a safe haven for them. Maliki said that the new security plan for the city would begin in the next few days, and that government forces would enter neighbourhoods where expulsions have taken place and arrest those now living in abandoned properties. He told the special envoy of the United Nations, Ashraf Kadhi, that the plan would serve as an iron fist against outlaws and that no criminal would be spared.
