The Iraqi government and the coalition forces adopted a new joint security plan to control Baghdad and protect the public. Informed sources said the main step in the plan is to disarm all militias regardless of their affiliations and parties. The defence and interior ministries will also be restructured to avoid sectarian and party influences. The plan also involves ending random house raids and arrests without judicial warrants. The plan will also depend on accurate intelligence information and include the involvement of the national intelligence apparatus. This plan will be followed by other important steps such as contacting armed groups through the national reconciliation initiative. The US forces in Iraq will redeploy their units and strengthen their presence in Baghdad.
