Timur Toktonaliev visited the settlement in Talas region, where the local authorities have their own website and there are publicly accessible computers available so people can engage with their community.

Those involved in the project say it has been a success, particularly in making official documents freely available and allowing people to use the internet in an open-access computer centre.

But many local residents interviewed by Toktonaliev insisted there was no internet in the village and were unaware of the existence of a computer centre.
