The sad events in Herat on February 9 began with a fight between the Sunni and Shiite youths but “foreign agents” were also involved, according to Water and Energy Minister Mohammad Ismail Khan. At a February 12 press conference in the city, Ismail Khan, the former governor of Herat, told journalists that the situation had returned to normal all over the province.“There is no problem in Herat,” he said. The press conference was attended by the current governor, Sayed Hussein Anwari, and the police chief.
