Operations Manager, Tunisia

Contract type: Target start date of October 2025, expected to run until September 2026.
Remuneration: $3000 to $4000 USD a month. Final salary level will be negotiated based on skills and experience.

THE ROLE

IWPR is seeking an Operations Manager in our Middle East and North Africa region.

KEY RESPONSIBILITIES

  1. Manage and execute procurements associated with the projects grant portfolio.
    1. Implement standard pre-assessment criteria for prospective grantees.
    2. Prepare solicitation documents, solicit all competition requirements including advertisements for services, and draft final vendor selection or non-competition justification for files.
    3. Maintain the procurement tracker.
    4. Chair procurement committee meetings.
    5. Prepare all relevant documentation for approval.
  2. Plan, organize, and lead the bid solicitation process including drafting and issuing RFQs and RFPs, developing bid evaluation criteria and guiding staff on processes.
    1. Manage the bid evaluation process ensuring the integrity of the competitive process. Facilitate bidder debriefings. Organize and coordinate technical review committees for RFQ and RFP responses.
    2. Analyze, negotiate, and prepare contractual agreements, ensuring the interests of IWPR and the donor are protected. Lead negotiations with project vendors.
    3. Monitor and review progress of contractual agreements. Review invoices prior to approval for payment, resolving any problems that arise.
    4. Perform post contract evaluations.
  3. Prepare and process requisitions, purchase orders and contracts for materials, supplies and services. Ensure they are in compliance with IWPR policy.
    1. Provide guidance on procurement matters for all project-related procurements.
    2. Measure vendor performance and manages vendors concerns and questions.
    3. Develop and maintain an updated vendor list by category with at least three vendors for each category.
    4. Maintain accurate procurement records on the shared site. Maintain the contract/lease tracker and maintenance/service schedules for office equipment and amenities. Maintain the fixed assets inventory record. Carry out periodic inventory and fixed asset counts.
    5. Ensure all capital assets are registered in the assets database and tagged prior to use by staff.
  4. Ensure efficient organization and execution of events, conferences, workshops, large general meetings, including arrangements for lodging, catering and equipment use.
  5. Manage the work of assigned staff and sub-recipients.
    1. Prioritize, organize, distribute, and coordinate the flow of work.
    2. Train, guide, and advise staff and sub-recipients.
    3. Ensure adherence to the Global Employee Handbook, and other corporate and applicable policies, procedures, and schedules.
    4. Resolve routine operating problems as they arise.
  6. Ensure organizational, donor, and host countries legal, administrative and fiscal compliances with the relevant laws, rules and regulations.
  7. Undertake other projects and duties as may be assigned from time to time.

EDUCATION

Bachelor’s degree in finance, management, administration, or a related field (or equivalent experience).

EXPERIENCE

A minimum of 5 years’ experience implementing programs in the MENA region including a minimum of 5 years in program operations, logistics, procurement and management.

LANGUAGE

English and Arabic required. French is an asset.
