Background
The Institute for War & Peace Reporting (IWPR) is delivering the Lifting Libyan Voices (LLV) program over the next year pending donor funding. The aim of this program is to strengthen the effectiveness of Libya’s human rights CSOs to safely advocate for the protection of citizens’ rights and thereby more effectively protect and therefore increase recognition of human rights in Libya.
The Key program objectives are:
- Strengthen the resiliency of Libyan CSOs promoting rights of association in Libya.
- Enhance public perception of Libyan civil society as an essential and legitimate avenue of information on issues of public importance.
The selected CSO partners will be called on to:
Participate in a combination of online and when possible, in-person initiatives including – but not excluded to trainings, mentoring, and conferences etc.
Join the established platform together focused on advancing rights of association.
Participate in research on public perceptions and training on disinformation and media literacy
Participate in advocacy initiatives
At the end of 2025, each partner will then be invited to submit a proposal to the organization– The subgrants component is contingent upon funding.
The program will partner with a total of 11 organizations – 6 established organizations which already participated in the first phase of the project and 5 newer/nascent organizations who will be joining the 6 existing organizations to work together throughout the project.

Confirm your organization’s interest and willingness to fully participate in all project activities and actions.
Organization biography and track-record, including activities during the past 5 years, project(s) scope(s) and amount(s), target beneficiaries, achievements, and any other relevant information that demonstrates the organization’s abilities, size and capacity – max 2 pages.
The organization’s original and most recent registration records with the Civil Society Commission.
A reference name (from outside the organization) and contact details.
A designated point of contact for the project.
Bank Details
Submissions not including all the above completed documents will not be considered.

Selection Process
The Expressions of Interest will be reviewed by IWPR. A total of 5 organizations will be selected to join in the project based on the following assessment criteria:
Demonstrable commitment to human rights in Libya and a track-record of implementing advocacy related activities and/or innovations.
Ability to navigate challenges on the ground strategically and safely.
Openness to capacity-building support to enhance institutional and technical capacities.
Demonstrated conflict sensitivity, adherence to ‘do no harm’ principles, and inclusion of multiple perspectives.
A history of collaboration with like-minded organizations and/or governmental institutions locally, regionally, and/or internationally and existing networks to build on.
Applicants must be actively registered with the relevant Libyan authorities.
Demonstrate commitment to Libyan laws and regulations.
As part of our commitment to sustainably development programming, applicants with previous experience managing and implementing US-funded subgrants will be given first consideration in the selection process. Nascent organizations with solid grassroot reach and considerable networks will also be given consideration.
Only those who have been selected for interviews will be contacted. IWPR will never ask for payment for recruitment.
