Founded in 1991 and operating currently in three dozen countries around the world, the Institute for War & Peace Reporting (IWPR) is an independent nonprofit organisation that supports journalists and civil society to help drive change in countries experiencing conflict, crisis, and transition.   • Training and mentoring: IWPR trains and mentors journalists and rights activists to improve their ability to identify and present factual information.

SUMMARY

The Institute for War and Peace Reporting (IWPR) seeks a Chief of Party for an anticipated USAID Justice, Rights, and Security activity. This regional initiative will aim to advance the holistic development of LGBTQI+ populations and their ability to effectively respond to the harmful effects of anti-rights actors. This is a limited-duration position, with an anticipated term of 4 years.

The Chief of Party will be responsible for the overall management and operations of the Activity. The COP will supervise high-quality project implementation, with a focus on achieving the project goals and USAID development objectives.

The COP will take a leadership role in coordination of all activities across all relevant parties including USAID, key stakeholders, and implementing partners, as well as also overseeing all project staff and sub-partners for results-oriented planning, leadership, and coordination of project activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide overall leadership, management, and the general technical direction of the entire activity, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award;
  • Ensure high-quality, results-oriented technical programming through hands-on guidance and support grounded in the project’s strategic objectives and approved annual workplans;
  • Serve as the primary liaison with the USAID’s Agreement Officer’s Representative on management and technical matters;
  • Ensure that the project meets stated goals, outcomes, benchmarks, and reporting requirements;
  • Take a leadership role in coordination among USAID, regional LGBTQIA+ organizations, consortium partners, and other key stakeholders;
  • Manage and coordinate the implementation of activities, in close collaboration with other key staff;
  • Oversee project planning (i.e., development of work plans and project budget), monitoring and reporting (i.e., review and approve periodic budgets and technical and financial reports) in accordance with the highest standards;
  • Oversee project budget and work in close coordination with finance leadership to meet expected results, ensuring cost-effective use of donor and IWPR resources;
  • Support the implementation of a highly adaptive and inclusive programmatic approach;
  • Provide oversight for all subawards, ensuring compliance with donor regulations and IWPR policies, with support from designated compliance and finance staff;
  • Manage a team and oversee evidence-based adjustments in programming to achieve greater impact

EDUCATION and/or EXPERIENCE REQUIREMENTS

  • Relevant university degree or equivalent lived/professional experience required;
  • 10 years of progressively responsible managing experience with a minimum of five years of experience managing complex, USAID or other USG funded projects with at least a budget of $1 million;
  • Minimum five years’ professional experience in advancing LGBTQI+ rights;
  • Demonstrated flexibility, adaptability, and the ability to perform and collaborate in complex and politically sensitive environments;  
  • Knowledge of USG rules, regulations and policies;  
  • Demonstrated leadership and management skills;
  • Demonstrated track record of successfully building and effectively managing a team of staff and partners in an inclusive and diverse context;
  • Ability to travel.
