IWPR seeks two (2) Regional Finance Managers to fill this newly created role in our Washington, DC office. Each Regional Finance Manager will be responsible for the financial performance of all US-funded projects in the designated region. Together, the two Regional Finance Managers will ensure the accurate setup of financial systems in all field offices, monitor financial compliance, coordinate regular and ad hoc production of field financial reports and budgets, and train field staff as necessary. Working closely with Country Directors and field finance managers, this position will ensure the proper financial management of field operations in region. Finally, the Regional Finance Managers will update and advise the Regional Directors, Country Directors, and Finance Director on the financial status of U.S. funded programs and will supervise the region’s field finance managers.

Any individual wishing to fill this role should possess a keen eye for detail, a deep understanding of U.S. government funding mechanisms, and a passion for human rights. The ability to communicate cross-culturally and manage remotely is an absolute must for success in this job.

You will:

  1. Work closely with the Regional Director and Country Directors, under the guidance of the Finance Director, to accomplish the following:
    • Ensure that financial processes, including the procurement and management of subawards, are compliant with donor requirements; identify and recommend improvements.
    • Review field financial reports and cash flow with field and program staff on a regular basis and advise on the financial management of awards, including budget realignment.
    • Provide oversight of field office and regional pipelines, and alert and advise Country Director, Regional Director, and New Business Development of potential future funding deficits.
    • Review non-personnel contracts entered into for project activities and take the lead on the preparation and execution of internal and donor audits.
    • Supervise development of program budgets, ensuring proper provision for overheads/core costs (where necessary) and consistency with IWPR cost allocation and other policies.
    • Lead revenue projections portion of the annual corporate budget and monitor progress against the budget through the year, reporting variances to the Finance Director.
    • Ensure that accurate and timely monthly financial information, including actuals and forecasts for all projects in the region, flow to Regional Directors and the Financial Director.
  2. Manage assigned finance staff in the home office and in the field, including their direct supervision and training, provide recommendations concerning personnel actions, and ensure that all relevant staff are mentored in the preparation of budgets and other special financial reports in response to donor requests or internal needs.
  3. Oversee related procurements to ensure they are in compliance with IWPR policy and donor regulations.

The successful candidate will possess:

  • Bachelor’s degree in Finance, Accounting, or related field; minimum of seven years of progressively responsible experience in finance or cost management in international development program operations with a USG donor, including subawards and accounting processes and systems; or the equivalent combination of education and experience.
  • In-depth knowledge of USG rules, regulations, current standards and guidelines.
  • Advanced knowledge and skills in accounting for nonprofit organizations, including NICRA and financial reporting using relevant accounting software.
  • Ability to communicate, negotiate, advise, persuade, or resolve issues that can be highly complex and sensitive in nature; ability to communicate effectively with internal and external partners at all levels.
  • Strong leadership, mentoring and teambuilding skills.
  • Strong analytical skills, including ability to gather and analyze a variety of information pertaining to issues and to develop appropriate recommendations for action.
  • Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner.
  • Excellent interpersonal skills, including awareness, sensitivity, and understanding of cross-cultural issues.
  • Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure.
  • Proven ability to effectively use Microsoft Office, including databases and spreadsheets.
  • Fluency in English, written and oral.
  • Accuracy, attention to detail.
  • Ability to travel internationally, including to insecure and high risk countries.
