Regional Finance Manager, US

The Regional Finance Manager is responsible for the financial performance of all projects in their designated region. They would ensure the accurate setup of financial systems in field offices, monitor financial compliance, coordinate the regular and ad hoc production of field financial reports and budgets and trains field staff as necessary.

The Regional Finance Manager works closely with and advises the Regional Director, Country Directors and field finance managers to ensure the business aspect of operations is managed properly.

The successful candidate would have great attention to detail, a deep understanding of U.S. government funding mechanisms and the ability to communicate cross-culturally and manage remotely is an absolute must for success in this job.

Key responsibilities include

  • Responsible for the financial performance of the DoS award and its 30+ subawards.
  • Ensuring that all financial processes are compliant with donor requirements.
  • Identifies and recommends improvements in financial processes, working with other Regional Finance Managers to ensure a global approach to all processes.
  • Reviews Prime award, and Subawards, budgets, monthly expenses, projections, available balances.
  • Ensures all Subawards are procured and managed compliant with donor requirements.
  • Reviews all internal processes to ensure systems are in place that demonstrate that we are monitoring and validating compliance.
  • Train subawards (domestic and international) on 2 CFR 200 and other compliance requirements as needed.
  • Conducts onsite reviews of Subawards’ offices including systems, procedures and compliance to donor regulations and 2 CFR 200.
  • Reviews Subaward financial reports and cash flow with program staff on a regular basis. Makes recommendations as needed.
  • Provides advice on financial management of awards such as: overspend, underspend, need for budget realignment and disallowed costs.
  • Provides financial management advice to Country Directors and Regional Directors.  Provides oversight of office and regional pipeline.  Alerts Country Director, Regional Director and New Business Development of potential future funding deficits.
  • Reviews supporting documentation for project activities. Leads on the completion of all financial aspects of donor programs, including preparation and execution of internal and donor reports/audits.
  • Reviewing budgets, budgeting process and budget techniques. Assists with annual budget process. Mentors staff in preparation of budget revisions and other special financial reports per donor requests.
  • Work with the Financial Directors to ensure that processes and procedures are coherent across IWPR, adapting and updating them for the benefit of the whole organization.
  • Assists with Subaward selection, pre-award processes, post-award activities, and close out.
  • Oversees related procurements to ensure they are in compliance with IWPR policy and donor regulations.
  • Undertakes other projects and duties as may be assigned from time to time.

Qualifications and experience

  • Bachelor’s degree in Finance, Accounting or related field.
  • Minimum 7 years of progressively responsible experience in finance or cost management in international development program operations with a USG donor including subawards and accounting processes and systems.

Knowledge, skills and abilities

  • In-depth knowledge of USG rules, regulations, current standards and guidelines (2 CFR 200).
  • Advanced knowledge of and ability in accounting principles, including NICRA, and financial reporting including accounting software.
  • Ability to communicate, negotiate, advise, persuade, or resolve issues that can be highly complex and sensitive in nature.
  • Ability to communicate effectively with persons on all levels both inside and outside the company.
  • Strong leadership, mentoring and teambuilding skills.
  • Strong analytical skills, including ability to gather and analyze a variety of information pertaining to issues and to develop appropriate recommendations for action.
  • Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner.
  • Excellent interpersonal skills as necessary to work effectively with persons on all levels both inside and outside the company. Awareness, sensitivity, and understanding of cross-cultural issues particularly in representing an international company.
  • Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure.
  • Proven ability to effectively use Microsoft Office including databases and spreadsheets (Excel, Powerpoint, Adobe).
  • Fluency in English, written and oral.
  • Accuracy, attention to detail.
  • Ability to travel internationally - including to insecure and high-risk countries (1 to 2 trips a year COVID allowing).
