Monitoring and Evaluation Consultant, Remote

IWPR’s Amplify, Verify, Engage (AVE) project supports civil society and independent media across Central Asia, Ukraine, Moldova, and the South Caucasus.
AVE runs from 1 May 2021 to 31 December 2023, is funded by the Norwegian Ministry of Foreign Affairs (MFA), and has three key objectives:
- Amplify journalists and independent media voices producing verified, evidence-based reporting;
- Verify reliable information by strengthening the capacity of civil society and independent media to counter misinformation and disinformation;
- Engage civil society, independent media, public officials and the general public to foster increased dialogue and cooperation.
IWPR requires an M&E consultant - or small team of consultants - to assist with producing an annual impact report for AVE, demonstrating IWPR’s progress from May 2021 – December 2022 (18 months).
AVE’s programming delivery and reporting is produced on a regional basis on the following basis: (1) South Caucasus and Moldova; (2) Central Asia; and (3) Ukraine. IWPR reports to its donor, the Norway MFA, on an annual basis (calendar year). In order to prepare and write this report, the consultant will work closely with Project Managers from IWPR’s 3 regional teams and under the oversight of the Principal MEL Manager. The AVE project produces monthly and quarterly internal reporting, and has adopted the Outcome Harvesting methodology to capture significant changes on the project.
The consultant will be required to summarise progress from previous and ongoing reporting on the programme, as well as assist with capturing further data where necessary. This may include identifying additional case studies or stories of change, developing new outcomes statements or capturing and analysing beneficiary feedback via an online survey or interviews (conducted by Project Managers on behalf of the consultant, as necessary).
The report should capture challenges faced/mitigated over time and good practices from ongoing programming that may be replicated to different context/region or within the same program, as well as report on major plans for the final calendar year of the programme.
The M&E consultant will be supported by IWPR’s design consultant, who will assist with all aspects of final graphic design. IWPR will provide previous successful examples of impact reports from similar programming, in order to assist with the process. Where possible - supported and produced by IWPR’s internal team - this may also take the end-form of a web-based interactive report (not to be provided by the consultant).
The first draft report will be due by Friday 3rd March 2023, with comments to be provided by IWPR close of business 10th March 2023. The report should be finalised by Friday 17th March 2023.
The report is expected to consist of approximately 20-30 pages (including annexes), with strong use of infographics (in consultation with IWPR’s design consultant) and use of images captured on the project to date.
