INTRODUCTION

Founded in 1991 to support local activists and journalists in the collapsing Yugoslavia who stood against rising intolerance and hate speech, IWPR has grown into an independent not-for-profit organisation that works with media and civil society to promote positive change in closed, in conflict and in transitioning societies worldwide. From global headquarters in the United States and United Kingdom, we work on the ground in more than two dozen of the world’s most challenging environments.

In 2018 IWPR has introduced an internal reporting system to capture on a monthly basis, progress, achievements and challenges from the programmatic work we have conducted in over 30 projects in over 25 countries.

The reporting system has been recently (2022) re-designed to enable more efficient, rigorous and targeted data collection, analysis and access and to better respond to evaluation questions about our programmatic work. For example some of the questions are:  what changes are we delivering, how are they contributing to the project and organisational goal? what are our recurrent challenges or how much have we spent till date, who are our partners? )

At the same time IWPR is developing a “Beneficiaries toolkit” to capture data about beneficiaries' reach and results across programs. The toolkit, which is currently under development, is expected to be finalised by February 2022. 

SUMMARY / PURPOSE OF ROLE

The consultancy’s primary objective will be to develop a user-friendly unified system to support collection/management/analysis/visualisation of the IWPR reporting system data.  Consultants are encouraged to include in their estimate of costs a breakdown that may also cover the development of the beneficiaries mapping database (google sheets/dashboards).  The consultant will work under the supervision of the Principal MEL Manager.

KEY OUTPUTS, DELIVERABLES AND TIMELINES

Overview

The consultant(s) is expected to lead and deliver the below products. Our priorities are quality and time frame.  We want the highest quality possible in the shortest time frame possible. They would coordinate and work closely with the IWPR Principal MEL Manager.

Deliverable 1: DATA COLLECTION |To set up data collection forms. (3 days max)

IWPR has already outlined 4 draft data collection surveys (see list below). These contain questions, and answers (including type e.g. options set-with all options; open text etc). The forms have been designed to allow “automated analysis” of qualitative data and allow analysis over time for both qualitative/quantitative data.

The consultant will be required to set up the surveys using GoogleForms ensuring a high degree of user friendliness, and compatibility with data utilisation/analysis.

  • New Project information(NPI) form: one off, capture of info about project objectives, targets.
  • Monthly reporting(MR) form: capture data on a monthly basis. Forms to be completed by over 30 individuals to report on progress of their own projects. Contains a mix of quantitative  and qualitative data.
  • Finance, Compliance data: specific data that is inputted by the departments at a specific time (after submission of NPI and MR)
  • Acknowledgement and data quality form: This is completed on a monthly basis and provides a monthly report on actions to be prioritised in the coming months and the quality of the data submitted through MR.

Output 1.1:  Google forms which are user friendly and enable easy combined data management through google sheets.

Deliverable 2: DATA MANAGEMENT | To set up a database. (3 days max estimated)

The consultant will be required to set up a database on IWPR Google Sheets.  This will enable data to be pulled from multiple sources including the two google forms, Finance and Compliance data and an acknowledgment form. The database set up should be set up to facilitate the use of dashboards (Data Visualizer) and future migration of data to proper databases.

Output 2.1: one database/dataset connected with the 4 data capture forms (all in the same Google sheet file)

Deliverable 3: DATA MIGRATION and TESTING | To populate database (2 days max estimated)

The consultant will have access to the existing organisational data and will ensure the migration of the data compatible to the database. Three to Four projects will pilot NPI and MR to support the initial population of data needed to develop the dashboards.

Output 3.1: two sets of data from previous forms (NPI and MR) migrated into the database.

Deliverable 4: DATA VISUALISATION |To design and develop a set of dashboards to enable staff data access and analysis. (2 days max estimated)

Looking at the data available, the consultant will design and develop (in coordination with the MEL Manager) a set of dashboards to support easy access to the data and its analysis. The dashboards should be designed and made available via Google Looker Studio (previously called Data Visualizer).

In agreement with the IWPR Principal MEL Manager, the consultant should set up an interactive dashboard with several pages containing graphs/charts/maps/tables and filter functions to present the data contained in the dataset. Data should provide insights about changes over time, combine data from different sources and allow drill in (project specific) and out (global/regional level). 

Output 4.1: at least 30 graphic visualisations (tables, graphs, maps) sourcing the data available in the unified database, compiled into a multi-pages master dashboard & a table of content with hyperlinks.

Deliverable 5: Organisational capacity & Initial troubleshoot/backstopping | Enable IWPR full autonomy in managing the tools

The consultant should provide one technical session to facilitate IWPR management of tools developed, by the end of the training participants should be able to manage the dataset and dashboards, and modifications autonomously. IWPR staff will be selected based on existing capacity in managing Google Sheets and Dashboard. The consultant should offer up to 5 hours backtopping for the first 2 months for technical issues/bugs that may occur.

Output 5.1: Short tutorial in managing database and dashboards, including what to do/not to do if changes are required.
Output 5.2: At least 4 hours briefing session on database utilisation and dashboards setting for at least 4 IWPR staff.
Output 5.3: Up to 5 hours (tracked) or 15 requests for technical problems troubleshooting.

Key requirements

  • Utilisation of Google applications: Google From; Google Sheets; Looker Studio (previously called Google Data Studio)
  • Simple set up, that does not require external maintenance after deployment
  • Compatible for future migration to a full database (open source or byproduct)

KNOWLEDGE, SKILLS, AND ABILITIES

  • Work/job-related knowledge: Google applications (specifically Google Sheets, Google forms, Dashboards, Looker Studio); quantitative/qualitative data management; analytics development
  • Decision-making abilities

EDUCATION and/or EXPERIENCE REQUIREMENTS

  • Track record of over 3 years of work in database development
  • Track record of over 3 years of data visualisations using multiple softwares, including Looker Studio, power Bi, Google Sheets and most of Google Applications and other online data management softwares.
