Senior Programme Manager for Media Reform, Rwanda

Summary:
This position will work closely with a new unit within the Rwandan government for media to help drive a comprehensive programme of media reforms across multiple governmental and independent entities, while directing specific project components of the programme which may be implemented directly by IWPR.
Main Duties
I. Supporting the Rwandan programme management unit
- To assist the head of the project management unit drive the comprehensive media reform programme across multiple government departments and independent entities.
- To consult closely with the PMU head to draw up and maintain detailed project plans and provide advice, suggestions and information as required.
- To support the PMU head to provide leadership and guidance to individual work stream heads for the reform process – advising them and motivating them to deliver reforms and holding them to account for delivery.
- To work closely with the PMU head to provide reliable and objective mechanisms for monitoring and evaluating progress against the stated aims of the reforms contained in the government’s Media Policy, and to ensure that the DG, Minister and other stakeholders are appropriately informed.
- To work closely with the PMU head to ensure that all key stakeholders understand the reform process and progress – including other key members of the Rwandan government, international development partners, media, civil society and others across a variety of sectors in Rwanda.
- In consulting with the PMU head, the Senior Programme Manager will liaise with international development partners to ensure that funding for media reform is spent transparently and appropriately for the intended purposes and reported on as required.
II. Implementing IWPR programming
- To be responsible for overall oversight and direction of IWPR programming in Rwanda, including overseeing international consultants and local staff.
- To oversee IWPR programme activities to ensure that they are implemented according to the terms of donor agreements and work plans, budgets and timelines and that they deliver effective impacts and outputs in line with stated objectives and work plans.
- To ensure that reports (narrative, financial and M&E) on program activities are submitted on a timely and regular basis that conform to IWPR and donor requirements.
- To support the development of on-going programming as may be required to contribute to achieving specific objectives of the media reform programme.
- To provide on-going updates and consultation with the IWPR senior management and the IWPR Rwanda Advisory Team, taking direction as required.
Abilities; personal skills and experience:
- A strong understanding of and sensitivity to Rwanda and its history and the ability to learn very quickly
- A thorough understanding of media, and experience of change management, preferably with public sector experience.
- Experience of managing complex project work in developing counties, including advising key government staff and ministers.
- Experience of staff management
- Experience of working in an international NGO environment
- Experience of financial management, including complex reporting requirements as to international aid donors
- A positive outlook and “can do” mentality; ability to take overall direction while showing strong independent initiative; calm under pressure and deadlines
- The ability to deal with complexity and balance sometimes opposed points of view and external pressures
- The ability to operate at Ministerial and Ambassadorial level, and experience/capacity to work on policy issues and research
- Excellent communications and outreach skills
- A good strategic sense and the ability to manage detail while not losing sight of the bigger picture
- Language: Native or excellent English essential; fluency in French strongly desirable; Kinyarwandan a strong bonus.
